This study assessed the state of education for rural dental hygiene and its location in the educational system. A descriptive survey was conducted among dental hygienists and the educators responsible for dental hygiene education in Finland. The data collected from the respondents included the number and characteristics of their educational institutions, their professional experience, and their opinions about issues associated with rural dental hygiene education. The study revealed that many schools and institutes have less than 50 students enrolled in dental hygiene programs each year. More than 45% of the dental hygiene instructors had not been educated outside Finland. Over one-third of the respondents reported that the lack of permanent funding for the education of dental hygienists and dental assistants led to a considerable shortage of personnel. The need for more staff and the lack of funding for permanent education programs were considered to be the major obstacles for the development of rural dental hygiene education in Finland. The study also revealed that all Finland's dentists have the opportunity to learn dental hygiene for free during their professional development and that all dentists have a dental hygienist or a dental assistant available in their practice. The results suggest that Finland can improve its dental hygiene workforce by providing more funding for rural education programs, increasing the number of skilled personnel, and improving the method of recruitment and selection. The Hong Kong-
